Fiscalization of online stores in Montenegro
Everything you need to know about fiscal integration for e-commerce under Montenegrin law.
Every online sale in Montenegro is a fiscal transaction — the law makes no exception for the internet. Your store must issue a fiscal receipt in real time, with a QR code and IKOF/JIKR identifiers, directly through the tax authority CIS system.
What the law requires
- Registration of an electronic fiscal service (EFI) and issuance of receipts through it.
- A digital certificate (P12) that signs every receipt XML.
- Receipts must contain IKOF, JIKR and a QR code pointing to the tax authority verification URL.
- VAT is calculated per rate (21% standard) with strictly defined rounding — to two decimals, after summing per rate.
Practical pitfalls
The most common mistakes: computing totals with float types (cent-level errors that CIS rejects), sending receipts with more than 2 decimals, and implementations that do not distinguish the test (`efitest.tax.gov.me`) from the production environment. Our HostingCMS has a built-in EFI integration that solves all of this — decimal arithmetic, signed XML, automatic retry for network errors.
What implementation costs
If you build your store on our platform — nothing extra; fiscalization is a standard module. For third-party systems, the estimate depends on the technology — contact us for an estimate.
