Electronic fiscalization in Montenegro — basics and law

What electronic fiscalization is, who must comply, how ENU, CIS, IKOF and JIKR work, deadlines and penalties — an overview of the legal framework in Montenegro.

Electronic fiscalization — the basics

Since 2021 every invoice issued in Montenegro must be electronically reported to the Tax Administration in real time, before it is handed to the customer. The EFI (electronic fiscalization) system covers all legal entities and entrepreneurs issuing invoices — retail, hospitality, services, online sales, accommodation rentals.

Who must comply

Anyone issuing an invoice for goods or services in Montenegro — regardless of company size, headcount or payment type (cash, card, bank transfer, online). Advance payments, voids and corrective invoices are fiscalized too.

Key terms

  • ENU — electronic payment device, i.e. registered software that issues fiscal invoices. Not a physical register — it can be your webshop, POS or computer
  • CIS — the Tax Administration's central information service that receives and confirms every invoice
  • IKOF — the identification code your software generates for each invoice before sending
  • JIKR — the unique identifier the CIS returns after successful fiscalization
  • SEP — the electronic registration service, the portal where you register premises and payment devices
  • QR code — a mandatory element on every fiscal invoice; customers can scan and verify it

What gets fiscalized

All invoices: cash, payment cards, bank transfer, online payment, vouchers. Beyond sales, corrective invoices, voids, advance invoices, summary and periodic invoices and cash deposits (money placed in the drawer) are also fiscalized.

Offline operation

The law allows issuing invoices without internet — the invoice is issued locally with an IKOF and sent to the CIS once connectivity returns. Telmont's integration handles this automatically: customers never wait, you never lose an invoice.

Penalties

Issuing invoices without fiscalization is an offence carrying fines for the company and the responsible person. A correct system + a valid certificate = zero risk.
